WELCOME TO THE NEW AND IMPROVED KATY FREEWAY.

Starting April 18, everything changes on I-10. The Katy Managed Lanes become fully operational between Downtown Houston and Katy to give you new commuting options, even when you’re driving solo.

HERE’S HOW IT WORKS.
Now there are four HOV lanes: two heading in and two heading out of town between Highway 6 and Loop 610 for commuters to use throughout the day. Single drivers are welcome to use the lanes any time. If you’re traveling solo during HOV hours, just remember to drive in the designated EZ TAG lane on the right as you approach a tolling plaza so your EZ TAG can be read.

MAKING HOV LANES WORK HARDER FOR EVERYONE.
This new concept puts underused HOV lanes to good use for everyone, offering more options and helping to ease traffic in the main lanes. And by managing the tolls, we’ll keep traffic moving.

AN EZ TAG IS THE EZ ANSWER.
As always, carpoolers and motorcycles ride free in both directions during HOV hours. For everyone else, and at all other times, an EZ TAG is required.

Toll Road Authority Opens Northwest (NW) Transit Center Ramps

HOV drivers can now access the Katy Freeway Managed Lanes to and from the
NW Transit Center Ramps

HOUSTON – The Harris County Toll Road Authority will open the NW Transit Center Ramps beginning Monday, December 22, 2008. High Occupancy Vehicles (HOV) will now be able to access the Katy Freeway Managed Lanes to and from the NW Transit Center during normal HOV hours. Current HOV hours are 5 – 11 AM and 2 – 8 PM, Monday thru Friday, both directions (eastbound and westbound).

The NW Transit Center access points to the Katy Freeway Managed Lanes were still under construction when the facility initially opened on October 29th. Only METRO buses were allowed on the NW Transit Center ramps to and from the managed lanes while construction was being completed. Now that construction has been completed HOV drivers will also be able to access the managed lanes to and from the NW Transit Center ramps.

STUDY REVEALS COMMUTERS ARE SAVING SIGNIFICANT TRAVEL TIME WHEN TRAVELING ALONG THE NEW
I-10/KATY FREEWAY

“Texas Transportation Institute Completes a Review of Katy Freeway Travel Times and Speeds”

(Houston, Texas) – At the request of the Texas Department of Transportation (TxDOT), the Texas Transportation Institute (TTI) recently completed a review of travel times and speeds along the I-10/Katy Freeway. This initial analysis of commuter benefits relative to the recently completed expansion project reveals that drivers are saving significant time during roundtrip commutes between SH 99 and the I-610/West Loop when comparing traffic conditions in June 2008 to data collected during a recent review in November, particularly during peak time hours.

After opening the freeway in its full lane capacity at the end of October, commuters traveling the Katy Freeway corridor now save an average of 15 minutes of time during their morning commutes by increasing average travel speeds by 25 MPH, and save on average another 12 minutes of time during afternoon commutes by increasing average travel speeds by 19 MPH. “We are pleased about the recent survey results that tell us that drivers are saving as much as 40 – 45 minutes a day on their roundtrip commutes on the new and improved Katy Freeway,” says Delvin Dennis, TxDOT Houston District Engineer.

In June 2008, drivers were averaging speeds of 33 MPH and travel times of 36 minutes during morning commutes between SH 99 and the West Loop. Afternoon commutes were averaging 35 MPH with travel times of 34 minutes. With the completion of construction, morning commuters are now averaging speeds of 58 MPH and travel times of 21 minutes with afternoon commuters averaging 54 MPH and travel times of 22 minutes when traveling this same distance. This translates to almost 2 ½ hours per work week that commuters are given back valuable time to spend in other ways besides sitting in traffic.

(Houston, Texas) -- On the morning of Tuesday, October 28, 2008, the Texas Department of Transportation (TxDOT) will celebrate the completion of the mega Katy Freeway Reconstruction Program. Texas Transportation Commissioner Ned S. Holmes will serve as master of ceremonies for a ribbon-cutting ceremony with special guests Governor Rick Perry, Federal Highway Administrator Thomas J. Madison, and U.S. Congressman John Culberson on program to celebrate the program’s completion.

Following a major investment study, an environmental impact study and final design, the beginning of the Katy Freeway Reconstruction Program was celebrated with a ground-breaking ceremony in June 2003. Less than six years later, TxDOT is excited to celebrate the completion of this monumental program that not only sets precedence in the state but across the nation. Raquelle Lewis, TxDOT spokeswoman said, “We promised completion in six years … and still beat the clock!”

The Katy Freeway Reconstruction Program is the largest freeway reconstruction program ever performed in the State of Texas and represents a number of strategic partnerships involving visionary and collective thinking of many groups including area transportation partners, municipalities, and the business and residential communities all contributing to make this program a reality.

Drivers along the Katy Corridor are now experiencing transportation improvements that include (1) a minimum of four continuous through lanes in each direction and as many as eight lanes at key connector, entrance and exit ramp locations, (2) three continuous frontage road lanes with additional lanes for turning movements at key intersections, (3) improved drainage and flood control throughout the corridor, and (4) the new Katy Tollway/Managed Lanes which offer two lanes in each direction dedicated for METRO buses and HOV riders, as well as drivers willing to pay a toll.

The Harris County Toll Road Authority will open the new Katy Tollway/Managed Lanes in its initial Phase 1 operations effective 5 AM, Wednesday, October 29. The facility will open for HOV drivers with two or more people in the vehicle and buses only between the hours of 5 AM – 11 AM and 2 PM – 8 PM, Monday through Friday. Constables from Harris County Precinct 5 will have a large presence on the new managed lanes with driving patrols to monitor operations and enforce the facility’s HOV 2+ requirements.

LOCAL OFFICIALS PLANNING TO CELEBRATE EARLY COMPLETION OF
KATY FREEWAY RECONSTRUCTION PROGRAM!

(Houston) The Texas Department of Transportation (TxDOT) will host an official ribbon cutting ceremony on Tuesday, October 28 at 10 AM marking the official completion of the Katy Freeway Reconstruction Program.

On June 28, 2003, federal, state, and local officials gathered on the IH 10 corridor to officially kick-off construction. Next Tuesday, less than six years later, TxDOT officials will celebrate the early completion of this monumental project. Historically, a construction project of this magnitude would take 10 – 12 years to complete. Through strategic local partnerships, innovative financing, and creative scheduling, TxDOT will complete the largest project in the State’s history in record timing. We promised completion in six years … and still beat the clock!

Governor Rick Perry, Congressman John Culberson, Federal Highway Administrator, Thomas J. Madison, Harris County Judge Ed Emmett and TxDOT Executive Director Amadeo Saenz along with a host of other local, state, and federal officials and dignitaries are scheduled to be in attendance for the celebration.

This ribbon cutting will mark the completion of the IH 10 eastbound and westbound mainlanes including the new Katy Tollway/Managed Lanes. Harris County Toll Road Authority (HCTRA) will open the managed lanes to HOV users beginning 5 AM, Wednesday, October 29. Hours of operation will be 5 AM - 11 AM and 2 PM - 8 PM, Monday through Friday.

Detour to the Gessner exit to the I-10 eastbound frontage road, U-turn to the I-10 westbound frontage road to access Beltway 8 north- and southbound.

Southbound traffic will detour on the I-10 westbound frontage road, U-turn at Kirkwood to the I-10 eastbound frontage road to access southbound Wilcrest.

. There will be a TOTAL CLOSURE of the BELTWAY-8 southbound frontage road between WESTVIEW and I-10/KATY FREEWAY on Monday September 8 and Tuesday, September 9 from 9 PM to 5 AM. Detour to turn right on Westview, left on Brittmoore, turn right on the I-10 westbound frontage road to U-turn at Wilcrest to the I-10 eastbound frontage road to the Beltway 8 southbound frontage road.

REMINDER - I-10/KATY HOV LANE TO CLOSE EFFECTIVE MONDAY, SEPTEMBER 8

(Houston) Katy Corridor drivers are reminded that effective Monday, September 8, the I-10/Katy HOV Lane will close permanently as contractors begin the final paving activities on the western end of the I-10 westbound mainlanes and proceed east. As the new lanes are completed, traffic will be switched to the new roadway over the course of the next eight weeks. Carpoolers, vanpoolers and motorcycles will utilize the regular I-10 mainlanes during this closure and are encouraged to prepare for traffic delays during afternoon commutes.

Special accommodations for METRO to maintain bus operations within a closed lane in the active construction area will be provided. HOV service for carpools, vanpools and motorcycles will resume in late October as part of the new Katy Tollway/Managed Lanes operation.

We encourage the continued patience and flexibility of the driving public as we enter these last and very important phases of construction. RELIEF FOR DRIVERS AT I-10/BELTWAY 8 INTERCHANGE
“Final Direct Connector Ramps Open for Service This Weekend”

(Houston) The much anticipated completion of the I-10/Beltway 8 Interchange will occur this weekend as the Texas Department of Transportation (TxDOT) plans to open the final two direct connector ramps on Sunday, August 24. Over the last 16 months, drivers and residents in the vicinity of the I-10/Katy Freeway and Beltway 8 have endured a multitude of ramp and lane closures, varying detour routes and almost nightly construction activities while TxDOT contractor Williams Brothers Construction demolished and reconstructed all eight direct connector ramps as part of the Katy Freeway Reconstruction Program. TxDOT along with its contractor’s commitment to delivering these transportation improvements as quickly as possible coupled with the public’s patience and flexibility created the opportunity for this originally scheduled two year construction period to be reduced significantly. Monday morning drivers destined to Beltway 8 north- or southbound will now have direct access from I-10 eastbound almost 8 months ahead of schedule. With the opening of these direct connector ramps, the I-10 eastbound entrance ramp from Kirkwood will also re-open.

Also this weekend, the I-10/Katy Freeway eastbound mainlanes throughout the project will be in its final configuration providing a minimum of four continuous through lanes with as many as eight lanes at key locations. Drivers have been experiencing reduced travel times when traveling eastbound as a result of this newly opened roadway. “The improved flow of traffic that drivers are experiencing on I-10 eastbound is a clear example of what is anticipated throughout the corridor when our contractor opens the new I-10 westbound roadway,” said Gary Trietsch, TxDOT Houston District Engineer.

With the completion of the eastbound mainlanes, the Inner Katy Connector ramp will open on Monday, August 25 after being closed for nearly three years during construction. Drivers who were previously using Old Katy Road from the Northwest Transit Center will now have direct access from the 290 Northwest HOV lane to the I-10 eastbound HOV lane as well as from the Northwest Transit Center to I-10 eastbound. Operation hours for the Inner Katy Connector are 5 AM to 11 AM and 2 PM to 8 PM, Monday – Friday. As construction activities near completion on this project, drivers are reminded that the I-10/Katy HOV lane will close on Monday, September 1 for final striping of the I-10 westbound mainlanes.

I-10/KATY HOV CLOSURE – UPDATE

(Houston) In an effort to minimize the duration of the upcoming I-10/Katy HOV closure, TxDOT contractors have identified work activities that can be completed in advance of the permanent lane closure allowing for the closure date to be pushed back to Monday, September 1. This change in date will not compromise the expected completion of the I-10 westbound mainlanes and will offer HOV drivers an additional week to plan and prepare for their I-10 westbound commutes during the HOV closure. As contractors complete final paving and striping activities, the new I-10 westbound mainlanes will open beginning on the western end of the corridor and will proceed east.

Drivers are reminded that for safety and liability reasons, carpools and vanpools will not be permitted to travel within the construction area.
